RFP Description

The vendor is required to provide that educational evaluation, compliance, and research services for curriculum support, professional development training, and professional collaboration to improve student achievement instruction in reading.
- Agency research study:
• The project will require a comprehensive analysis of the beyond textbooks core reading program, with a focus on its alignment with state academic standards, coverage of essential reading components, and evidence of effectiveness in meeting tier 3 standards. the consultant or team will be tasked with:
• Reviewing the program to ensure alignment with agency k-3 reading program requirements.  
• Conducting a gap analysis to identify areas where the program may not meet agency specified criteria.
• Providing recommendations for revisions or improvements necessary to achieve compliance and maximize program effectiveness.
• Review and analysis of core reading program
o Evaluate the current beyond textbooks core reading program in detail, focusing on the essential reading components required by the agency, including phonics, phonemic awareness, fluency, vocabulary, and comprehension.
o Conduct an assessment of the program’s alignment with state k-3 english language arts standards.
o Examine the adequacy of instructional materials and methods used in the program to ensure they address all components of reading instruction comprehensively.
• Gap analysis
o Perform a gap analysis to compare the current beyond textbooks program with the agency core reading program criteria.
o Identify and document any areas where the current program does not fully meet agency requirements.
o Provide a thorough explanation of the gaps and their potential impact on compliance with state legislation.
• ESSA evidence reviews
o Evaluate the program’s existing data and research to assess whether beyond textbooks meets the ESSA tier 3 standards for evidence-based effectiveness.
o Analyze the impact of the program on student achievement in reading, based on available data.
o Provide a summary of findings and support with evidence of program effectiveness in improving literacy outcomes
• Comprehensive report and recommendations
o Prepare a final report detailing the findings of the gap analysis, alignment with state standards, and the program’s agency tier 3 evidence.
o Provide actionable recommendations for revisions or improvements to the program, if necessary, to meet agency compliance requirements.
o The final report to department for re-qualification consideration
• Outputs
o Gap analysis report: detailed report documenting areas where beyond textbooks’ core reading program aligns or does not align with agency standards.
o Program alignment documentation: Evidence demonstrating the alignment of the core reading program with state standards.
o Agency tier 3 evidence summary: A report that analyzes and presents evidence supporting the program’s Agency tier 3 designation or provides recommendations for improvements.
o Final report: Comprehensive report submitted to the agency that includes all findings, analysis, and recommendations.
