RFP Description

The Vendor is required to provide student transportation management services on behalf of the students within its jurisdiction as well as our partners in a regional transportation system.
- A comprehensive transportation management information system that will support its core business function of transporting children safely to and from school. Features include, but are not limited to:
- The efficient and effective creation and management of bus routes.
- Management of comprehensive student ridership information, including tracking of special circumstances and support for individual students.
- The ability to evaluate alternative service delivery structures include alterations to existing policy expectations, school time assessments, and alternative routing strategies.
- The ability to integrate with other technologies used to support transportation services including real time agency; student information systems portals (including power school); mapping systems; parent; and school communications systems.
- Comprehensive reporting functionality, including the ability to produce custom reports in order to measure performance and to design and implement service improvements.
- Ideally, the system should be able to perform each of the requirements in the system capability questionnaire without customization.
- It is desirable that the system have a parent “app” for stop proximity and details.
- Ability to account for students who are assigned to a school that is different from the normal enrollment boundaries; many of the board schools have multiple programs with alternative overlapping boundaries.
- It is desirable that the software accounts for loading and unloading of students somewhere other than their assigned school.
- It is desirable that the software preserves geocoded addresses so the import from the student information system does not overwrite corrections made by planners.
- The system must be able to hold “historical data”.
- The ability to deliver easy to read route information packages / maps to drivers / school administrators electronically.
- The ability to have parents receive updated route information, i.e. stop or time changes,
- The ability to store “driver details” with expiry dates etc. monitored and alerts flagged,
- must have a “dispatch” capability,
- Ideally the system should be able to generate the state government grant data,
- Ideally the system should integrate with the fee software currently used - Ryco,
- Ideally the system should be able to have “driver tablets” integrated later.  - The board prefers that the core system database containing student related data be a cloud based system with data storage located within state only.
- Geodatabase where bus routing data is stored must be configured to allow a minimum of 15 concurrent users.
- The proposed system must be fully compatible with windows 11 desktop workstations.
- The supplier must assign a project manager to lead the supplier activities; this individual will work closely with the board implementation team to ensure smooth and complete implementation.
- The proposed system must be able to interface with power school, the current student information system used by the board, to obtain student data; the preferred method of integration is via API.
- The proposed system must provide agency capability or be able to integrate with third-party agency products such as zonae; at a minimum, the software must be able to export route stop information including timing, latitude and longitude coordinates to an external database.
- The supplier must provide warranty against system defects.
- The supplier must provide a service level agreement for product maintenance and support.
- The supplier must provide a training program as part of the implementation; training shall include administrators, information technology support staff, and key users; at the conclusion of this training the board will be fully capable of transitioning to using the system in a production environment.
